Pennsylvania Adds Chip Technology to EBT Cards to Curb SNAP Theft

More than 1.7 million Pennsylvanians who receive Supplemental Nutrition Assistance Program benefits will soon receive EBT cards equipped with chip technology. The change is part of a broader effort to reduce fraud and protect household funds from increasingly common skimming schemes.

Card skimming has become a persistent problem for SNAP recipients across the country. Criminals attach hidden devices to card readers at checkout lanes and ATMs, capturing card numbers and PINs without the user noticing. Once the data is stolen, benefits can be drained within minutes, leaving families without food assistance for the rest of the month.

The new cards replace the aging magnetic stripe design with an embedded microchip that generates a unique code for every transaction. That makes it far harder for stolen card data to be copied and reused. Officials say the upgrade should cut down on the kind of large scale theft that has hit low income households especially hard in recent years.

Recipients do not need to apply for the new cards. They will be mailed automatically as the state phases out the old ones. Until a chip card arrives, existing EBT cards will continue to work, and users are urged to keep checking their balances and report any suspicious charges right away.

Advocates for hunger relief welcomed the move but noted that no system is completely secure. They encourage recipients to change PINs often, cover the keypad when entering a code, and inspect card readers before swiping or inserting a card. The state expects the full rollout to take several months.
