Former Army Secretary Says Technology Is Ukraine's Path to Beating Russia

Dan Driscoll, who previously served as Secretary of the U.S. Army, has pointed to technological innovation as the factor that could allow Ukraine to overcome Russia's advantages on the battlefield. Speaking about the current state of the war, he argued that Ukraine's ability to develop and deploy new military tools quickly gives it a real chance to change the course of the conflict.

Driscoll singled out the DELTA system, Ukraine's domestic battlefield management platform, and described it as superior to comparable technologies used by the U.S. Army. His comment places Ukrainian software development on the same level, and in some respects ahead, of systems fielded by one of the world's largest military forces.

The remarks add weight to a broader argument heard from Western officials and defense analysts: Ukraine cannot match Russia in manpower or stockpiles of Soviet-era equipment, so it must compete through speed, software, and smarter coordination of forces. DELTA is designed to collect and share battlefield data in real time, helping commanders make faster decisions and connect units across the front.

Driscoll's assessment suggests that continued support for Ukraine's tech sector, not only weapons deliveries, could shape the outcome of the war.
