Advocates for low-income families point directly to the state's aging, cumbersome technology and complex application process as primary culprits behind the drastic drop.

The state's eligibility system, described as outdated and difficult to navigate, creates significant barriers for applicants. Lengthy online forms that cannot be saved, coupled with repeated requests for the same documentation, often derail vulnerable individuals and families seeking critical support. This technological friction is seen as an effective, if unintentional, deterrent.

Furthermore, the reinstatement of work requirements and interview mandates for able-bodied adults without dependents, following the pandemic pause, has compounded the issue. Caseworkers are reportedly overwhelmed, leading to procedural delays and high rates of denial or termination for missed appointments or paperwork errors.

The combined effect is a system that fails to serve those in need. Community advocates argue that while a strong economy may account for some decrease, the precipitous scale of the decline signals that eligible Arizonans are being shut out by bureaucratic obstacles rather than a lack of necessity.
